3rd Quarter
January - March 2003

Unlike the previous 2 quarters, Shasta County has experienced significant Rapid Response activity in the last 3 months. While a few were complete closures, many companies have had cutbacks to current staffing levels due to slow down in business and general economic conditions. We have been working with all identified businesses providing information and offering services for all affected employees.

Robbie Cattanach Trucking
Workers Compensation costs, liability insurance premiums, and the increased cost of fuel were the reasons that Robbie Cattanach Trucking closed its doors. The largest single activity of the quarter affected 60 employees including drivers, mechanics, and office personnel. During peak season (summer and logging months) Cattanach employed as many as 120 people.

Announced and Pending Rapid Response Activity

School Districts
Budget cuts have impacted many school districts with of notices of non-re-elect having been given in March to teachers through out the county. We have been in contact with the districts offering services as announcements have been made. However, until official notices of layoff have been sent (required to be given in May) many schools are waiting/hoping for budget reprieve. School districts that have announced possible layoffs include:

Redding Medical Center/Tenet Health Care
Most significant announcement in the quarter was Redding Medical Center cutting 150 positions from virtually all departments. Effective date of lay-off will be May 12th, 2003. This activity stems from an ongoing investigation of Tenet Health Care billing activity, FBI investigations of two doctors at the facility, and a subsequent reduction of patients seeking services at RMC usage.

ACI Telecentrics
On March 31st it was announced that ACI Telecentrics will be shutting down operations effective May 29, 2003. Erosion of telemarketing hours, off shore competition, and general uncertainty associated with recent military action were cited as reasons for the closure. ACI is negotiating with another telemarketing company to sell their Redding operation but as of the writing of this report nothing has been determined. The closure will affect 40-50 full time and 40 part time employees. We have contacted ACI, providing information on available services and will be coordinating rapid response meetings for employees leaving in groups at the expiration of the contract they are currently working on.

Letro/Pentair
It was announced February 28th, that Letro Products, a manufacturer of swimming pool products was sold to Pentair Inc. a Minnesota based manufacturer. Pentair plans to close the facility and all operations will be moving to North Carolina in September of 2003. This will affect approximately 80 employees. We are working with Pentair to provide service to individuals that will be affected. We have contacted Pentair providing information on available services and will continue to work with affected employees providing transitional services as they separate from the company.
